You try to move your money, and suddenly PayPal says you can’t. A “paypal account limited” notice usually means certain account functions have been restricted while PayPal checks an issue, rather than that your account has been permanently closed. Check that the notice is real, complete the requests in the Resolution Center, and allow for a review that usually takes about three business days once you’ve finished those tasks.

That last part matters. The review period generally starts after you provide what PayPal needs, so an unread request can leave you waiting without moving things forward.

What a Limited PayPal Account Means

A limitation can stop particular account functions without blocking everything you can do. PayPal uses these restrictions when it needs information, suspects unauthorized activity, or identifies financial or policy concerns. Here’s what that can mean when you sign in.

    • Sending payments. You may lose the ability to send money while the restriction remains. Check your notice to see which functions PayPal has restricted.
    • Taking money out. Withdrawals may be unavailable, leaving you unable to transfer your balance out of PayPal.
    • Payment protection. PayPal can suspend your eligibility for Purchase Protection or Seller Protection. A limitation can therefore affect more than access to your balance.
    • Withdrawals already underway. If a limitation affects a pending withdrawal, you need to start that withdrawal again after the restriction ends.
    • Finding the details. PayPal explains the reason in an email. You can also check the Resolution Center or the Dashboard’s bell icon for account-specific information.

You see, “limited” doesn’t tell you the whole story. The notice inside your account tells you what has stopped working and what PayPal wants you to do next.

Check the Limitation Is Real Before You Click Anything

An alarming email can make you want to act immediately. But PayPal says a limitation email with no matching restriction in the Resolution Center could be fake. Our phishing email examples show what these fakes usually look like. Before you send documents or follow a link, work through these checks.

    1. Type paypal.com into your browser yourself and sign in. Start your check there instead of using the email’s link.
    2. Open the Resolution Center and look for the limitation. If nothing appears, treat the email as suspicious rather than assuming its request is genuine.
    3. Forward a fake PayPal email to phishing@paypal.com, then delete the message. That is the reporting route PayPal provides.
    4. If you already followed a link or downloaded an attachment, inspect your payment activity after signing in directly. PayPal also recommends changing your password.

Already clicked? You still have useful checks to make. Review your payments and change your password through the account you opened directly. If you think your phone itself is compromised, check the signs your phone is hacked.

    Why PayPal Limited Your Account

A restriction can follow an identity check, a security concern, a policy issue, or a change in how you sell. PayPal’s email should explain the reason for your particular account, so don’t assume another person’s experience applies to you. Let’s work through the five reasons PayPal lists.

Someone May Have Used Your Account or Card

You don’t have to spot suspicious activity yourself for PayPal to restrict the account. PayPal may act if it suspects that someone accessed it without your permission, while it investigates and tries to prevent losses.

Your bank or card provider can trigger a review too. A bank might report unauthorized transfers involving your PayPal account, or a card issuer might warn PayPal about suspected misuse of your card.

PayPal Needs to Confirm Who You Are

Sometimes the restriction comes from legal requirements connected with a product you requested. Applying for a debit card, for example, can require PayPal to obtain information before you can continue.

PayPal may ask for evidence about your identity, address, business, or a name change. What should you submit? Follow the document list in your account rather than guessing which paperwork will satisfy the request.

A Policy Problem With What You Sold

What you sell matters as much as how you accept payment. PayPal can limit an account when it believes activity breaches its agreement or Acceptable Use Policy.

Its examples include prohibited sales involving prescription drugs or guns. If your notice refers to a policy issue, read the stated reason carefully before completing the listed tasks.

    Your Selling Pattern Changed Fast

More sales can feel like good news, right? PayPal may still review a sudden jump that differs sharply from your normal activity, particularly when it suggests greater financial risk.

An unusually large number of buyer claims or chargebacks can also trigger restrictions. So can selling a different product category or moving into more expensive goods, such as jewelry.

You Haven’t Used the Account in a While

An account you barely used after registering can also become limited. In that situation, PayPal may ask you to establish your identity before restoring full access.

Its guidance directs you to sign in and submit identification through the Notifications Center. A driver’s license or state-issued ID may be suitable, depending on the request shown in your account.

How to Fix a PayPal Account Limitation

The tasks attached to your limitation are your starting point. PayPal generally needs you to resolve the stated issue and provide the requested information before it can remove a temporary restriction. Work through the list in your account in this order.

    1. Sign in to PayPal directly. If you started with an email, use the checks above to confirm that the restriction exists.
    2. Open the Resolution Center or select the bell icon on your Dashboard. PayPal’s help pages use both Resolution Center and Notifications Center, and wording can vary by account or region.
    3. Read every required task. Check what PayPal has requested so you don’t leave part of the limitation unresolved.
    4. Upload the requested documents. Make sure the text is readable, every corner is visible, nothing is covered, and the details agree with your account information.
    5. Update your password and security questions if instructed. Some restrictions end automatically after you complete those particular security tasks.
    6. Watch for PayPal’s review email. After all required tasks are finished, the usual review period is about three business days, although the time depends on the case’s complexity.
    7. Return to your account if PayPal requests more information. If you completed everything but remain limited, PayPal may still be assessing your submission or may already have emailed another request.

Can a phone call get it removed? In most cases, PayPal says its customer service team cannot remove the restriction by phone, so completing your account’s requests remains the practical next step.

Finishing the list also doesn’t guarantee immediate removal. PayPal may need further information, and its US agreement allows additional action if it believes financial risk remains after you respond.

    Documents PayPal Accepts (and Rejects)

The right document can still be rejected if it’s expired or incomplete. PayPal’s requirements differ for identity and address checks, so use this table to check what qualifies.

    Document typeAcceptedNot accepted
IdentityID card, plastic driver’s license, passport, or another government-issued photo IDState medical cards, the official letter for a driver’s license, expired documents, or incomplete or obscured copies
AddressUtility or phone bill, vehicle registration, 401k or brokerage statement, bank or credit card statement dated within the previous 12 months. A home grant deed, lease agreement, or current ID or driver’s license that shows your physical address also qualifiesEnvelopes, invoices, receipts, waybills, expired documents, or incomplete or obscured copies
    • Readable details. Your identity document needs to show your first and last names, birth date, issue and expiry dates, and identification number.
    • Complete edges. Include each of the page’s four corners so PayPal receives the entire document.
    • Uncovered information. Don’t hide details or cover them with black boxes. PayPal requires an unobscured copy.
    • Consistent account details. The information must agree with your PayPal account. If your name has changed, PayPal may request additional evidence of that change.

How Long a PayPal Limitation Lasts

There isn’t one guaranteed deadline for every restriction. The amount of checking your case needs affects the wait, so treat PayPal’s usual review period as a guide.

After you finish the required tasks, the review normally takes around three business days. More complicated cases can take longer, while some restrictions disappear automatically once the requested actions are complete. PayPal sends an email when its review ends.

Still Limited After You Did Everything?

Finished the list, but your money still won’t move? That doesn’t necessarily mean your submission failed, so check which of these situations applies.

    • Another request arrived. PayPal may have assessed your account and emailed you for additional information. Check whether that message requires another response.
    • The review continues. Your documents may still be under assessment. Completing the tasks and receiving a decision are separate parts of the process.
    • Your details differ. Compare your documents with your account information. A name difference, for example, may require evidence explaining the change.
    • No response yet. PayPal says that silence after you complete the tasks likely means it is still checking your information.

Permanently Limited? Here’s What Happens to Your Money

A permanent restriction brings a different concern, especially when you still have a balance. PayPal’s US agreement explains when funds can be held, so here’s what that can mean for your money.

    • A hold of up to 180 days. PayPal may retain your balance for this period when reasonably necessary to cover liability risk or when you have breached its Acceptable Use Policy.
    • A longer legal hold. A court order, regulatory requirement, or another legal process can keep funds held beyond 180 days. That period is therefore not a universal withdrawal deadline.
    • Withdrawals need restarting. A pending withdrawal affected by a limitation or hold needs to be submitted again once the relevant restriction ends.
    • No published appeal steps. PayPal’s help pages do not describe an appeal procedure for permanent limitations. There’s no basis for promising that a particular appeal will restore access.

Sellers, Here’s How to Avoid Another Limitation

Your account type and selling activity both matter. PayPal can review unusual sales activity and apply reserves to business accounts, so keep these points in mind.

    • Buyer complaints. An unusually high level of claims or chargebacks can trigger a review. Keep track of these rather than looking only at sales totals.
    • Changes in what you sell. Moving into a different category or expensive goods can draw scrutiny. Jewelry is one example PayPal gives.
    • Sudden sales growth. A sharp rise beyond your normal sales pattern can lead to restrictions during a review.
    • Business activity. If commercial transactions dominate your personal account, PayPal may close it unless you stop that activity or convert it to a business account.
    • Money held in reserve. A rolling reserve retains part of incoming payments for later release. PayPal illustrates this with 10% held for 90 days.

    FAQs

Why did PayPal limit my account without warning?

PayPal may restrict your account over suspected misuse, legal checks, policy breaches, or unusual selling activity. That sudden notice doesn’t tell you which reason applies, though. Read PayPal’s explanation in its email, then check your Resolution Center for the requests attached to your restriction.

How long does PayPal take to review a limited account?

You can usually expect a review to take about three business days after completing every requested task. A complicated case may need more time, and certain restrictions end automatically once you finish the actions. Keep an eye on your email for PayPal’s decision.

Can PayPal customer service lift a limitation over the phone?

You usually cannot get a limitation removed by calling PayPal’s customer service team. PayPal directs you to complete the actions shown in your account and wait for its response. If you’ve already submitted everything, check whether another email asks you for additional information.

How long can PayPal hold my money after a permanent limitation?

Under PayPal’s US agreement, your balance may be held for as long as 180 days to cover liability risk or an Acceptable Use Policy violation. Court orders and other legal requirements can extend that period, so you cannot assume your money becomes available on day 180.

What if I got a limitation email but nothing shows in my account?

Your email could be fake if the Resolution Center shows no matching restriction. Sign in directly to check, then send the suspicious message to phishing@paypal.com and delete it. If you followed its links or downloaded attachments, inspect your payments and change your password.

Can PayPal limit an account I rarely use?

Yes, PayPal can restrict your account if you’ve barely used it since registering. You may need to submit identification before full access returns. Sign in and check the Notifications Center for the request, which may call for a driver’s license or state-issued identity card.

    Final Word

You don’t need to guess your way through the next request. Check your documents against the requirements, watch for PayPal’s response, and address any additional information it asks for. If you sell through PayPal, use this pause to review your account type and the sales patterns that can trigger another restriction. Using other payment apps too?
